Is there a real need for e-services or EAs?

In this analysis and special study for PCWorld and CiO Albanian are presented the solutions in providing the appropriate and efficient services at the right time for the citizens / businesses that need it, at the same time will share with you a part of my experience in residence in Tokyo Japan and visits and meetings I had about the topic of this article. 

The main definition we must rely on is that Government and Business have similarities in terms of operation and functioning because they are organizations devoted to customer or citizen services. They can not exist without the citizen. Visits to government institutions (Ministry of Internal Affairs, IPA-Sec IT Promotion Agency, and Executive CIO Adviser) and company (IBM) were a very nice and necessary experience on their own. This tour showed the importance of standards application and clearly define the processes within governments or organizations and filling a space needed to more specifically knowledge of the Japanese model of Enterprise Architecture, E-Governance Platform Interoperability, infrastructure security, government Network , IT and the private sector, which plays an important role in the development and management of E-Government transformation processes at the highest levels of technology innovation.Frameworks (COBIT 5, TOGAF, ITIL) play a very important role in stabilizing and standardizing all processes within governments or organizations by clearly defining the role and responsibility of stakeholders in all processes. Assist in the implementation of programs, strategies, projects, audit and monitoring and finally evaluation of the situation on the basis of realized processes prescribed in the initial stages of design EA (Enterprise Architecture). The key to measuring the success of the objectives obviously depends on these cones. We have a concrete case when the objectives set out above are used to measure tire performance (0-100%) and based on the result can be seen the current level of objectives or strategy and we can automatically plan to raise the level of achievement of objectives based on the actual outcome. This method of evaluation and improvement is clearly defined as a process in one of the frameworks and is very practical.

Method of evaluation and advance the processes based on COBIT 5

e-Services engagement of the government’s main goal should be to provide access to public services for citizens by a point. Further e-Government development in relation to the citizen would consolidate a higher presence of information, web interaction and transactions, and the possibility of making a series of actions electronically by the citizen at any time 24/7. The vision of e-Governance should be clear as a process and citizen-oriented to concrete results. Inclusion of security and privacy adds the fullest confidence in the development of e-Governance. Except that the EA is clearly defined and the processes are developed in accordance with the aforementioned standards while a very good example in the Japanese government is the promotion of IT and e-Governance.  Promotional organizations are the Government and the Agency for the Promotion of Information Technology IPA-SEC, the latter particularly having a leading role in promoting cooperation between companies, academic institutions and the government. This agency collects the best practices for developing methods from advanced companies, to organize and systematize them through discussions with experienced experts such as companies, academic institutions and government, together to create a countrywide guide. Another activity that this agency covers is the provision of international standards and their completion in the ISO organization for software development and project management dedicated to government and other institutions. One of the main priorities of public institutions was Transparency of IT Investments, which is the main factor for the development of innovations, presenting the current situation helps in:

  • Understand the current situation
  • Establishing achievable objectives and
  • Step by step planning

Consolidating and Reforming Single Government Systems have to reduce the number of information systems in order to replace all government systems with cloud-based systems all this will lower the operating cost (to 30%). As a result of the commitment of the Japanese Government that has integrated systems and the introduction of cloud computing, the number of information systems in 2012 was 1,450 and continues to decrease by 2018, the goal was to reach 542 (to 63%).

The Interoperability Platform directly affects cost reduction for individual maintenance of applications, hardware / software maintenance and purchase costs.
